Matt, If you do not log in, does it display your ISP number?
Yes
Yes, if I don't log in, it displays my ISP.
But I'm not sure if that's what you wanted to know?

I was not meaning personally you, but just a general question, if a member does not log in will it display their ISP.

I don't understand exactly what you want to know. So, here is what I know:
If a change is made by someone who is not logged in, the server logs the IP address of that person to identify them uniquely. This allows all the changes made by that IP to be searched or reviewed. It also allows an IP to be banned if there are problems. IP addresses aren't perfect, because not all addresses are static, and they may be reassigned over time, depending on the type of connection a user has. However, it's a fair way to uniquely identify a user, other than a cookie, which a person who isn't logged in wouldn't have.
If the person is not logged in and/or doesn't change a page, the Wiki doesn't really care who they are, although the access information is still in the server logs.
